Biography

Dr. Jean-Baptiste Ndikubwimana recently earned his PhD in International Law of Human Rights and Peace Studies from the Department of Philosophy and Religious Studies at the University of Nairobi, Kenya. He also holds a Master’s degree in Development Studies from the University of Rwanda (2014), a Diplôme d’Études Supérieures Spécialisées (DESS) in International Law of Human Rights and Peace Studies from the University of Burundi (2011), and a Bachelor’s degree in Political and Administrative Sciences from the University of Rwanda (2005).

His research interests focus on minority rights, governance, public administration, international interventionism, and development. See his research profile: ORCID ID: ORCID Link: https://orcid.org/0000-0002-5210-5424 .

Since 2008, Dr. Ndikubwimana has been a lecturer at the Department of Political Science and International Relations, within the School of Social Studies and Governance, College of Arts and Social Sciences, University of Rwanda. 

Dr. Ndikubwimana also serves as a lecturer at the Rwanda Military Academy, where he teaches in the Social Military Sciences program. His teaching responsibilities include the modules of (1) International Humanitarian Law, (2) Leadership, Ethics, and Governance and (3) Research Methodology. 

He also served in Rwanda’s public administration as Director of Good Governance in Local Governments for Nyaruguru District (2006–2008), where he contributed to strengthening local governance and enhancing public administration systems.

Beyond academia and public service, Dr. Ndikubwimana has been engaged as a lead or associate consultant for various consultancies with public institutions, private sector entities, and civil society organizations.

Dr Ndikubwimana is a member of International Political Science Association-IPSA since 2024 (https://www.ipsa.org/) as well as the Midwest Political Science Association -MPSA (https://www.mpsanet.org/) 

Dr Ndikubwimana is a self-motivated and adaptable scholar with strong leadership and analytical skills. He is committed to advancing human development and promoting a peaceful, inclusive, and just world. Known for his integrity and work ethic, he consistently delivers thoughtful and equitable solutions to complex challenges.
